Governance Overview

The Center for Housing & Poverty Education (CFHPE) will be governed by a board of directors committed to transparency, accountability, and responsible stewardship of resources in service of our educational mission.

As a 501(c)(3) nonprofit organization (status pending), CFHPE will adhere to best practices in nonprofit governance, including:

  • Regular board meetings with documented minutes
  • Clear conflict of interest policies
  • Transparent financial reporting
  • Strategic planning and oversight
  • Regular program evaluation

Our governance structure will be designed to ensure that CFHPE remains focused on its mission while maintaining the highest standards of ethical conduct and operational effectiveness.

Board of Directors

CFHPE's board of directors will provide strategic oversight, fiduciary responsibility, and mission guidance. Our board will bring together diverse expertise in nonprofit management, housing policy, education, technology, and community engagement.

Board Responsibilities

  • Setting strategic direction and organizational priorities
  • Ensuring financial sustainability and responsible resource management
  • Monitoring program effectiveness and impact
  • Ensuring legal and ethical compliance
  • Supporting and evaluating the executive director
  • Serving as ambassadors for CFHPE's mission

Board Composition

Our board will include members with diverse professional backgrounds, lived experiences, and community connections. We are committed to ensuring that our governance reflects the communities we serve.

Board members will serve renewable three-year terms, with staggered appointments to ensure continuity of governance.

Advisory Council

CFHPE's advisory council will complement our board of directors by providing specialized expertise and community perspectives. Unlike the board, which will have formal governance authority, the advisory council will serve in a consultative capacity.

Advisory Council Role

  • Providing subject matter expertise on housing, poverty, and education
  • Offering feedback on program content and approach
  • Connecting CFHPE to community resources and networks
  • Representing diverse perspectives, including lived experience
  • Supporting community engagement and outreach

Organizational Policies

CFHPE will operate according to a set of established policies that guide our work and ensure consistency with our mission and values.

Key Policies to be enacted

  • Conflict of Interest Policy: Ensures that board members, staff, and volunteers act in the best interest of the organization
  • Financial Management Policy: Establishes procedures for budgeting, financial reporting, and resource allocation
  • Content Development Policy: Guides the creation of educational materials to ensure accuracy, accessibility, and alignment with mission
  • Privacy Policy: Protects user information and establishes data handling practices
  • Accessibility Policy: Ensures that all CFHPE resources are accessible to diverse users

Nonprofit Status

CFHPE is not yet incorporated. That being said, when the time is right, we will be incorporated as a nonprofit organization in the state of Texas and will apply for 501(c)(3) tax-exempt status with the Internal Revenue Service 12-18 months from the date of this governance page.

Financial Transparency

As a public charity, CFHPE will be committed to financial transparency. Once we are incorporated and our 501(c)(3) status is approved, we will publish annual reports and financial statements on this website.

Our planned financial practices will include:

  • Regular financial reviews by the board of directors
  • Clear policies for expense approval and reimbursement
  • Responsible stewardship of donor funds
  • Allocation of resources in alignment with mission priorities
